Fixes as of 18 July 2000

1.  Added code to take contents of Lat, Lon, Alt, Mask Angle, and UTC offset text boxes in main form and use data in the program.

2.  Corrected error that plotted P, H, V, and TDOPs when there were less than 4 satellites visible.  Program was plotting the previously legitimately computed value.  This error was contained in the '4 SVs' DOP option.  The all in view option worked correctly.
